The IRC defines the walkline exactly 12 inches out from the narrower edge (center column). Tread depth along this arc must be at least 7.5 inches ($T \ge 7.5''$) with identical riser heights.
Clear width at and below handrails must be at least 26 inches ($W \ge 26''$). Minimum vertical headroom measured from the leading tread nose to the overhead plane must exceed 6' 6" (78 inches).

Under IRC Section R311.7.10.1: Minimum clear walk width must be at least 26 inches (requiring at least a 5-foot / 60-inch diameter stair). Maximum riser height is 9.5 inches. Minimum tread depth must be at least 7.5 inches measured at a point 12 inches out from the narrow edge. Minimum headroom clearance must be 6 feet 6 inches (78 inches).
Divide total floor-to-floor rise by the maximum allowable riser height (9.5 inches) and round up to the next whole integer. For example, a 108-inch (9-foot) rise divided by 9.5 equals 11.37, so you need 12 risers. The exact riser height is 108 / 12 = 9.0 inches. Since the top landing platform serves as the final riser, you need 11 triangular treads plus 1 landing platform.
A 5-foot (60-inch) diameter is the most popular residential choice because it satisfies IRC code compliance with a 26-inch clear walk path. A 5-foot 6-inch (66-inch) or 6-foot (72-inch) diameter provides a substantially more comfortable and natural walking experience.
Standard spiral stairs typically rotate between 27 degrees and 30 degrees per tread. At 30 degrees per step, exactly 12 treads complete a full 360-degree circle. At 27 degrees per step, approximately 13.3 treads complete a full circle.
The ceiling opening (stairwell) should be at least 2 inches larger than the outer diameter of the spiral staircase to prevent pinched fingers on the continuous handrail. For example, a 60-inch (5-foot) diameter staircase requires a minimum 62-inch x 62-inch square opening or 62-inch round opening.
